In the 1920s during prohibition, Harry Anslinger attended international conferences on the suppression of illegal traffic in alcohol. His success in stopping the flow of bootleg alcohol across the West Indies brought him to the attention of the prohibition authorities in the Treasury. Kinder (1981: 172) also notes Anslinger led an investigation into the Bolshevik movement in cooperation with the British Intelligence Service, focusing upon the global threat of Soviet imperialism. John McWilliams (1990: 15) confirms that Federal Bureau of Narcotics (FBN) agents were on loan to both the Office of Strategic Service (OSS) and later the CIA.
