Staib (1997, 1998) showed that increased concern about an environmental issue by the public (measured by number of articles on the environment in a metropolitan newspaper) often comes before increased political action (measured by numbers of pages of recorded debates on the environment in Parliament). Rajecki (1990) suggests that attitude change can be brought about by: direct experience; a persuasive message in the media; communications with acquaintances; or various forms of education. It may be thought that if attitudes change a corresponding behavioural change will follow but this is not always so.
