In 1965, however, Bundy’s confidence in an eventual American victory began to crumble. In February of that year he made a personal tour of Vietnam that deeply troubled him. Despite massive amounts of American military and economic aid, the nation seemed to him to be tottering on the brink of a Communist takeover.
