Take for instance the global arms trade, trade in diamonds and other precious commodities, and trafficking in human beings and drugs. All have become more difficult to control as a result of globalisation. Another example is the rising rates of infection with the AIDS virus. This not only causes enormous human suffering. 2 Conflict often occurs within states. Weak states already find it difficult to hold violence in check, and globalisation is undermining their autonomy and sovereignty even further.

So, it is an ambitious goal. But not over-ambitious. It will require intensive concerted action at all levels, by all policymakers and actors. It will require structural changes in priorities, investment allocations and resource use patterns. But it is doable. To my knowledge there are no ecological, physical, technical or other autonomous reasons why it would be inherently impossible to halve poverty rates within a reasonable period. There may be economic or political reasons, but those are always a matter of choice.

This means three things. First, there has been progress in some places. Development has worked. Second, in other places, there has been regress. In those countries, either development policies have not worked, the countries have not benefited from international economic growth, or they were victims of progress elsewhere, as “collateral damage”. Third, global inequality has increased. In regions experiencing regress this could mean that people fall below a decent level of living, slip through safety nets, lose any capacity to catch up later and even lose their dignity as human beings.
