But the frustration over speech issues would seem no greater than the frustration over other limits on behavior. Children live with a variety of restrictions, and speech restrictions may be included. There may be less reason to include speech, since less direct harm is in­ volved, but restrictions deemed necessary as a part of raising civil children are acceptable. Finally, the toleration rationale does not really apply to speech by chil­ dren. The toleration role is aimed toward increasing toleration for differ­ ences in individual characteristics and behavior.

It is the attempt to change government or society by other than rational argument. While the social control rationale is based in part on not dri­ ving dissent underground, directing dissenting speech at children is itself such an underground tactic. The same differences between adult and youth speech are present under the toleration rationale. Society need not tolerate the objectionable speech of others to children. While parents may have wide latitude in what they present to their own children, either with regard to their own speech or the expression in videos or recorded music they make available to children, the producers and distributors of these videos and CDs need not be tolerated, as they make their own decisions on what to make available to youth.
